But beyond the historical aspect, culture is a key issue. It is very difficult for the Western thinking to face a terrorist conflict of such a different logic as the Muslim. When democracies faced Nazism and Communism, conflicts were determined by different ideologies but the rational culture of the West was based on common ground. But now there is a cultural clash rather than one of ideologies. Therefore, the American retaliation should above all consider they are facing a different logic that may derive in unprecedented consequences."

This volume comprises the analysis made by Argentine political expert Rosendo Fraga about the global conflict began on September 11 with the terrorist attacks against the United States and the following month. Articles are edited just as they were published assuming the risk that later events may have changed the circumstances upon which they were written. But in general terms they are still mostly valuable.

This book covers integration processes from the perspective of issues related to globalization and the interpretative framework of the so-called porosity of borders, which is particularly relevant on the economic front but is of paramount importance in politics as well.
