Only in La Rioja has the same party won the eleven national elections held since 1983

A research work conducted by Centro de Estudios Nueva Mayoria shows that except for La Rioja, where the PJ has won the ten national elections for deputies and the 1994 constitutional reform election, there is no other hegemonic district in Argentina.

According to the study, in only one district has the same party won all the national elections for deputy conducted from 1983 to 2001: La Rioja.

The PJ winner in 11 elections in a row becomes a hegemonic party of this province since the other forces lose relevance as a power alternative as they do not win for so long.

There are other districts where while there was not an electoral hegemonic force since 1983, there is a predominant party in this period that wins all elections but for a few exceptions. This is the case of the PJ in Formosa (where it has won 91% of the elections held since 1983), in La Pampa (also 91%), Santiago del Estero and Santa Cruz (82% each) or the UCR-ALLIANCE in Córdoba, Río Negro or the Federal Capital, where it won in 9 of the 11 national elections studied, also accounting for 82% of the total.

The province of Corrientes features a different patters where the first 8 elections since 1983 gave the victory to the Pacto Autonomista Liberal and the Partido Nuevo won the last three, a branch of that who recently has approached the PJ.

Another group pf provinces without having a predominant force like the previous ones have an electorally superior party. For instance, in Misiones, San Luis, Tucumán and Tierra del Fuego the PJ won 73% of the national elections since 1983 just as the UCR won in Catamarca. In Buenos Aires, Entre Ríos, Jujuy, Mendoza, San Juan and Santa Fe the PJ won 64% of the national elections and so did the UCR in Chubut.

Finally, in Chaco, Neuquen –where the MPN prevails in provincial elections but not in the national ones- and Salta, the forces ratio is more balanced since the party that won in most elections obtained 54% in each case.

From the perspective of results on a provincial basis, in 1993 the UCR won in 14, the PJ in 9 and provincial parties in only 1.

Two years later, in 1985 the UCR won in 20, the PJ only in 3 and provincial parties in one, emphasizing the radical prevalence.

In 1987 the trend reverts: the PJ won in 19, the UCR in 3 and provincials in 2. In the 1989 presidential election the PJ preserve their prevalence at provincial level winning in 19, the UCR in 3 and provincials, 2.

In the 1991 election –that also elected governors- the PJ prevalence continues in 15 districts, provincials win in 5 and the UCR in 4. The following elections confirm the trend: in 1993 the PJ wins in 18, provincials in only 2 and the UCR in 4; in 1994 –the constitutional reform election- the PJ wins in 15, the UCR in 4, provincials in 3 and the Frente Grande in 2 and in 1995 the most unanimous PJ result emerges: the party wins in 20 of the 24 districts while the PJ wins in 1 –the Federal Capital- and the UCR in none. Provincial parties won in the rest of the provinces: PRS in Salta, the PAL in Corrientes and the MPN in Neuquén.

In 1997 the parties composing the Alliance win in 12 districts –in six as an Alliance, in five the UCR and the Frepaso in one –while the PJ won in nine. The PaNu won in Corrientes, the PD in Mendoza and Fuerza Republicana in Tucumán. And in 1999 the Alliance won in 14 districts –in one of them as the UCR- and the PJ in only five. Provincial parties also won in five.

Finally, in the 2001 elections the PJ won in 16 districts while the Alliance parties won in 6 and provincials in 2: Corrientes and Neuquén.

Adding the total of the provincial elections held in the eleven elections for national deputies, there is a clear PJ prevalence at provincial level since it won 56.1% of the elections. For its part, the sum of the elections won by the UCR, Alliance and Frepaso accounts for 32.9% and provincial parties, 11%.

The following conclusions may be drawn:

a) Only in one province –La Rioja- has the same party won the eleven national elections held since 1983 thus becoming the political hegemonic force of the province.

b) However, there is a group of districts where the same party has won more than 80% in the elections of the period: Formosa, La Pampa, Santiago del Estero and Santa Cruz where the PJ prevails or Córdoba, Río Negro and Capital Federal, where the UCR-ALLIANCE prevails.

c) A provincial based analysis shows a clear PJ prevalence which in the last 11 national elections has won 56% of the 264 provincial elections. This provincial prevalence explains the uninterrupted majority of the PJ in the Senate since 1983.
